video editin - remove black portions

Guys... I wanna know how to get rid of the black portions above & below the video files while editin it.. is there some method of gettin only a required "viewport" of the video.. i.e. only some part (like bottom quarter part) as video.. some method of zoomin & croppin while editin the video...

Some of the video files i occupy little screen space.. the rest is the black bands.. esp in 16:9 type files.. i want the visible portion to fill the entire space.. like zoomin.. but while editin the video... ANY IDEA HOW TO?
