The message itself is from a virus

I was once trying to design a similar thing to replace logonui.exe and display a message asking weather you want to continue or restart to recover from an error... both restarted the system

That project was halted because me and my friend didn't find enough time.

But yours looks more nasty.

New Idea:
These types of problem many times occured when you are trying to install unsecured third party software.
I have faced slightly different problem in past, in which it also tries to move on some site while openning ie and i solve it by as:
1. goto c:\windows\system32
2. right click on an empty space and arrange icons by > Modified
[this will arrange all newly created file in bottom.]
3. now in the bottom locate for any newlly created .dll file from yesterday to today.
4. delete it. and restart.
Do it all in safe mode.
Sometimes some adwares places .dll file in system32. this causes problem may occurred.

Install but do not run the program

When the scan is finished, there should be two notepad files open, Main.txt and Extra.txt. Go to Format and uncheck word wrap if it is checked. Then do a copy/paste and paste the log onto a post.
