Check by doing the following:

1. Uninstall it and try it by reinstalling again.
2. Try it in running in Windowed mode by pressing Alt+Enter.

Dev C++ is a good alternative if you can't get it running.

There can be many reasons why your TC is not running.
How do you launch it?
Usually the tc.exe file is present in <tc-home>/bin path. That is what I click on to launch it.
If you are running it in Vista you would have to turn on compatibility mode for XP(if vista has such a thing).
DEVC++ and ulimate++ too are good IDE's and they use the standards compliant gcc compiler.
