very unlikely you will find any offline software that will be able to translate properly.. mostly they can convert word by word, completely ignoring grammar
translate.google.com uses a massive database to translate and also handles grammar properly (although sometimes it is a bit funny)

There is a Google Translate app on Android. Not sure if it works offline.
