Did you ACTIVATE ALL THE CAMPS? You might have missed a few?

AFAIR i upgraded all weapons & camps
the only 2% is some cutscene activation I think

Yes I had upgraded all the weapons and as I didn't completed the game so didn't activated all the camps.
