It's posible to view text in hindi without Hindi Fonts ...
It's like this ... "जागरण" .It's written in unicode.
Probably the site uses unicode ...

But .. it's kinda wierd ..
The site opened normally in IE ..
but in Firefox ... I had to install the "jagran" font from website to render it normally.

I don't think the page uses unicode ... it seems to be using EOT (embedable open type) fonts which are perhaps supported only on internet explorer. It does not display correctly on opera or any other browser I tried.

Oh wait here is something about EOT and other embedded fonts -

I think we can see HINDI fonts in firefox too w/o installing fonts, by selecting:

View -> Character Encoding -> More Encodings -> SE & SW Asians -> Hindi ( MacDevanagari )

Does it work? I hv never checked it...

It uses EOT as Ujjwal already pointed out .. You can check their CSS which says:
Code:
  @font-face {
    font-family: Jagran;
    font-style:  normal;
    font-weight: normal;
    src: url(*us.jagran.com/eot/JAGRAN3.eot);
  }
  @font-face {
    font-family: Jagran;
    font-style:  oblique;
    font-weight: normal;
    src: url(*us.jagran.com/eot/JAGRAN2.eot);
  }
  @font-face {
    font-family: Jagran;
    font-style:  normal;
    font-weight: 700;
    src: url(*us.jagran.com/eot/JAGRAN1.eot);
  }
  @font-face {
    font-family: Jagran;
    font-style:  oblique;
    font-weight: 700;
    src: url(*us.jagran.com/eot/JAGRAN0.eot);

EOT is not supported by FireFox and that's why its not being displayed correctly ..
