System Restore not working

"System Restore is not able to protect your computer.Please restart your computer,and then run System Restore again."

This is what I get when I try to run System Restore.Also,I'm unable to change system restore settings in system properties.Whenever i make any change and hit the OK button,any change i made is undone.

may be a virus get the system scanned if no good install a fresh copy of windows
