I cannot enter the system registry of my PC running Win XP. Message popping up that it's locked by the administrator. What to do?

Go to Start and Select Run and type gpedit.msc

Select Administrative Templates under User Configuration.

Select System and on the right side SELECT Prevent access to registry editing tools and double click it to enable it and select NO under Disable regedit from running silently.
