Does it give any error message? Also, does the Photoshop crash while using it Safe Mode? And, also try this, open Internet Explorer, go to Tools> Interent Options. Here click "Advanced" tab, and UNCHECK the option "Enable third party browser extension", and click "Apply". Now check with the web pages, and post back whether it crashes or not.

Hmm...time to clean up some junk, download CCleaner and install it.
Then run it, click "Options" button and here go to "Settings" tab and uncheck the option "Only delete files in Windows Temp folder older than 48 hours". Click OK to exit from the Options. Finally click "Run Cleaner".
