Suggestions needed for upgrading PC at the lowest possible cost

A relative of mine wishes to upgrade his pc which is around 7 years old.However due to certain financial constraints,he does not wish to spend more than Rs 7000-8000 on it.He intends to use it primarily for web browsing,HD video playback and casual gaming.Please suggest an appropriate configuration which will be best suited to his needs.

1. What is the purpose of the computer? What all applications and games are you going to run? (Stupid answers like 'gaming' or 'office work' will not work. Be exact. Which games? Which applications? Avoid the word 'et cetera.')
Ans:web browsing,HD video playback and casual gaming

2. What is your overall budget? If you can extend a bit for a more balanced configuration, then mention this too.
Ans:7-8k(10k max,only if absolutely necessary)

3. Planning to overclock?
Ans:no

4. Which Operating System are you planning to use?
Ans:Win XP 32 bit,Win 7 64 bit

5. How much hard drive space is needed?
Ans:250 GB

6. Do you want to buy a monitor? If yes, please mention which screen size and resolution do you want. If you already have a monitor and want to reuse it, again mention the size and resolution of monitor you have.
Ans:No,he already has a 19" LCD

7. Which components you DON'T want to buy or which components you already have and plan on reusing?
Ans:monitor,KB/mouse,speakers,PSU(he has a 450W intex psu,which is around 2 years old-he wishes to continue using it,if its compatible with his new system)

8. When are you planning to buy the system?
Ans:Within march-April

9. Have you ever built a desktop before or will this be done by an assembler?
Ans:assembler

10. Where do you live? Are you buying locally? Are you open to buying stuff from online shops if you don't get locally?
Ans:Kolkata.Will buy locally only

11. Anything else which you would like to say?
Ans: He wishes to go for a config that will be relatively future proof and will require no further upgradations for the next couple of years,also he's a movie-buff and so its imperative that his pc should be able to play 1080p videos without any kind of lag or stutter.

What is the present configuration he is using? Please provide as much details(Model no, make) of the individual components he is presently using.

ASrock 845 Chipset based motherboard

512 MB DDR RAM

40 GB IDE HDD

He's very keen on upgrading his pc but is unwilling to spend too much on it.What components should he go for?Please advice.

tell your friend that nothing in this world comes without a price.if he wants a decent system which can last for years like his present system then either increase the budget or stop downloading HD videos(avi versions are still present & can be handled by celeron).

what about AMD A4?as OP needs to play HD videos, a4's integrated graphics will better help him than intel G645 IMO.it's priced at the same price as intel g645.

But the CPU side of the A4 is really very weak and can't go justice to the high end games which require a lot of CPU processing capabilities.
