Right off the assembly line
1. What is the purpose of the computer? (Note: If you are planning to say multimedia, you will have to be more specific as all types of systems are capable of doing that)
A: (a) To run MATLAB (or similar software) for processing ultra large dataset (image/audio/video). Requires a day or more in my core 2 duo/4 GB RAM PC.
(b) to run HD videos seamlessly.

2. Are you open to alternate ideas/products giving similar better performance but offering more VFM/ sellers? If not- why?
A: yes.

3. What is your MAX budget?
A: less than 55k.

4. Planning to overclock?
A: no

5. Which OS are you planning to use?
A: Windows 7 Ultimate and Ubuntu 11.10 (dual boot)

6. How much hard drive space is needed?
A: not less than 500GB.

7. What resolution will the screen run at & whats the size of the screen you want? If you already want have one and want to use it, mention its resolution and size.
A: True HD quality, 17 to 19 inch.

8. How would you rate your hardware knowledge from the count of 1-10? (1 being the lowest, 5 being you are somewhat in sync with the current performers and 10 being the highest)
A: 6

9. Have you ever built a desktop before or will this be done by an assembler?
A: yes, under guidance of my friend (who knew assembling)

10. When are you planning to buy the system?
A: within two weeks.

11. Are you one of the types looking out for "future proof" configurations?
A: definitely yes.

12. Are there going to be any components that you don't want to include in this new rig? If yes, do mention.
A: mouse, keyboard, speaker.

13. Which city do you live in and are you open to buying from shops from other city/states?
A: Kolkata and no.

14. Mention any other points if deemed necessary
A: very good processor and RAM. Bluetooth, USB ports, Card slots.

Edit - Going for a non K edition is only 1000/- cheaper - if you change ur mind bout OCing say 1 year from now... ull curse urself for not having the non-K version cpu.

I think you are having a PC. So my suggestion is use the HDD of that machine in your rig. Currently the prices of HDD has been increased a lot and 500 GB will cost you more than 3.5K.

Here is my suggestion:-

AMD Phenom II X6 1090T (3.2 GHz, 6 core, 6 MB L3 cache, 3 MB L2 Cache)
Asus M5A88-M Optimize AM3+ motherboard @ 5.3K
GSkill Ripjaw X 2 X 4GB 1600 MHz ram @ 3K
NZXT Gamma Cabinet @ 2.4K
Corsair GS700 700W 80+ PSU @ 5K
BenQ G2220HDL 22" 1080P Full HD monitor @ 7K
MSI GTX 560 Ti Twin Frozer II/OC 1GB GDDR5 @ 14.8K

Total 50.7K. I have suggested AMD 6 core processor because the apps you have mentioned are highly multi-threaded and can take benefit of 6 cores of AMD processor.
Suggested a Nvidia card as MATLAB has GPU acceleration through CUDA. So Nvidia card will boost the performance. If you don't want gaming at all then look for some Nvidia workstation Graphics card.

+1 for suggestion given by clius, except for one thing,
change PSU with Seasonic SS-750JS @5.2K, which is far more superior than GS700 but priced at only 200/- more than GS700. And you can get assured extra 50 watt.
