look for acer laptops, they will suit u best, where r u from? Better check in the local markets, & see which laptop fits your budget, then tell us here so that we can help

idealy u should go for a 2nd hand laptop, that should be enough for u, & cheap. However if u want to go for a new one, then make sure a few things

1) it should be Intel centrino, those are certified to perform well, just get one with Intel 950 GMA onboard graphics, enough for u

2) Upgrade the RAM to 512 MB, U will sure need it with higher end programming language

Other then that, Lenovo also has some nice laptops under 45k

Hey, Second hand laptops are a complete no-no. If you get a good deal on a second hand laptop, it would be your ticket to long sessions at a laptop repairing shopts. Dont even think about it. The chances are very slim that someone who needs a portable computer actually sells it at a cheap price.

Ishan it would be a lot better to know what is your maximum budget. As for your queries:

1. Nice. Good. But would you want your laptop to run Vista in the coming future even barely?
2. Do you have a bluetooth dongle or you want it in the laptop?
3. 256MB is the bare minimum, a little more RAM always helps and has become a bare necessity.
4.Good Enough
5.All the laptops from reputed brands would not have any stability problems. A particular model from a manufacturer goes through a lot of quality checks and tests, before its rolled out in the market. All the present day laptops have enough firepower to run XP - so your work can go on smoothly.
6.A 2 Ghz Cpu for a mobile processor is too much of a asking. Basic Pentium M 1.6-1.7 Ghz should be enough.
7.Stick to Intel. If you are really low on budget, you can go for the acer sempron based laptops namely Aspire 3003 with dvd writer for ~35k
8.Celeron and Sempron are on the same page. You would like to give both of them a skip if you have a higher budget.
9.Most do.
10.You have to choose the laptop models wisely.
11. Most of the laptops today have nearly 2 hrs of battery life.
12. External mouse is the way to go if you sit long hours.
13. Main Stream laptops come with a 15.4" widescreen as the manufacturing of the same is quite cheaper. But even a 14.1" widescreen can have enough real estate on the 1200x800 resolution to do your work

Lastly, give a suggestive budget.

I think you should strech your budget to around 47-48k and get the stock Inspiron 640m from Dell India with the dvd writer. Check at www.dell.co.in . Otherwise go in for the Acer Aspire 3003. It would be a perfect laptop accn. to your needs, you would have to forget vista on it though.
