Friends suggest me best config for rendering and animation (mainly for maya , 3ds max etc.) max budget is 60k I consider intel and amd equally. First preference for performance and do not overclock system.

Here goes your AMD based solution

Phenom II X6 1090T 3.2GHz B.E. @ 13.9k
MSI 880GMA-E45 @ 5.8k
kingston 2 X 3 GB 1333 MHz C9 DDR3 @ 6.3k
Seagate 2 TB SATA with 32 MB Cache @ 5.2k
Corsair VX550W @ 4.7k
Cooler Master Elite 342 @ 2.2k
LG 22X SATA DVD Writer @ 1k
BenQ 24" G2420 FULL HD LCD Monitor @ 11.3k
Zotac GTX 460 1 GB @ 12.5k
Keyboard & Mouse @ 1k

Total is 63.9k. You can reduce your price by going for BenQ 22" G2220HD monitor priced @ 7.5k

If you are going to use 32-bit OS... then limit the RAM to 4 Gigs
Get the X4 565 BE... as most of the apps now use 4 cores...(at the moment)...
and get a professional GPU... Quadro Series from Nvidia
get 2 1TB drives instead of 1 2TB...

rest are just perfect...

Swimming, eh??
Good config. Some suggestions from my side.
.
VX450 will be sufficient. I think it would power 2 Harddrives quite easily.
.
For further decrease in cost, you can go with GTX460 786MB @ 10k.

I am sorry to say but such cpu does not exists. Its X2 555, i.e dual core black edition, or X4 9x5 i.e quad core BE.
And i think you are incorrect about regarding the 4core usage of apps aswell.
.
Regarding the 'professional GPU... Quadro Series from Nvidia', can you tell me the cost of this thing?? (i think i'l sli two of these, hopefully will get 8-10 increment in fps)
.
Also, theres nothing wrong with 2TB of storage when you have so much budget.

typo... i meant X4 965 BE...
2 Drives is always a safe bet than a single drive...
and maya is thread-based and not cpu-core-based... so not much difference...and yeah... 6 cores would be future proof... no doubt...
and quadro series start from 12k i guess... not sure though...

Since you will be buying a good gfx card, you can buy a mobo without onboard gfx and a ATX one too.
I feel a pc for your kind of work will see heavy load for longer period of time and should have good components and beefy VRM power circuitry.
A good and inexpensive ATX motherboard is better than mATX for such machines i feel and big gfx cards won't block slots/ports.

I suggest X6 1055T just because i find it very VFM compared to the 1090T.

X6 1055T
ASUS M4A87TD EVO (ATX, 8+1 phase, ...)
2x2GB DDR3 1333/1600Mhz kit
GTX460 1GB
Corsair VX550
NZXT Gamma, CM Elite 430 (bottom mounted PSU, multiple exhaust fan option)

Cilus- 2x3GB ddr3 1333 and 6.3K? typo?
I think i saw Corsair 2x2GB DDR3 1600Mhz for 4.5K some place.

As for 965 vs 1090,

No man, it is not any typo. Right now the price of DDR3 ram has been dropped a little. Check Deltapage.com. I've personally verified it from some of the Kolkata shopkeepers, the price of Dynet 2 GBs are 1.75k and Kingston/Transcend 2 GBs are coming @ 2.05 to 2.1k

I just need to say pls go for pro card rather then going for gaming cards..

Pro cards :- Nvidia Quadro or Ati FireGL

Ohh.
you meant 3 sticks of 2GB? That's why 3x 2.1K = 6.3K i think.
I am just used to mentioning the no. of units first.
So that would have been 3x 2GB or 3x2GB DDR3 ... the way i write/read usually.

I prefer buying, and suggesting others buy, RAM in pairs for AMD setups, Intel H55/P55 setups and in triples for Intel X58 setups.

IMO i7 950 will be much better for your work. also since you are not into gaming gts450 will easily suffice.

While comparing the two CPU Intel core i7 950 and AMD Phenom x6 1090T, Intel renders well and fast while the price difference between two processor is Rs.500 see here the benchmarks Bench - CPU - AnandTech :: Your Source for Hardware Analysis and News

Ya, that's true, i7 950 is better but when you are going for a competitive motherboard, you have to spend 10k to just get a good X58 motherboard and another 4k to 5k for having an advance level motherboard with features like SATA 3, USB 3.

But in case of AMD, just spending 6k you can get an advance feature rich motherboard with all the goodies fully loaded. So you can spend than extra money to build a fully balanced rig.

And the benchmark results, ya in the test environment of Guru3d or Toms hardware, they look very impressive, but in a normal scenario like yours or mine, that much performance difference for Core i7 can't be achieved. The performance difference, in most of the cases, in our setup will be just something in paper.

^intel hasn't released cheap chipsets, that doesn't mean we compare x58 with 880g. its counterpart 890fx and so also 10k above

Gtx460 better. But op is not into gaming. So no use of it. Gts450 enough for cuda. What he needs is a good processor and i7 950 has no match in that range.
