If we watch a streaming media on the internet, while buffering, is any data downloaded to your PC? What I mean to say is that I am a dataone user and I want to know if it counts towards the D/L limit?

yes. it counts. even surfing and uploading counts towards the download limit.

I will definetly count. because during buffering the audio/video is firstly downloaded for a specific amt. of time say 30 sec. so that the vido playback is smooth
