Slow Transfer Rate For USB 2.0...???

Anyone pls help me...
I have a Western Digital 250GB USB 2.0 external HDD...
When i connected it in the back USB port of my system,I am getting transfer Rate of 12 MBPS...
But When i connected it in my friends System i got Transfer rate of 36 MBPS...
What could be the problem with my sytem...??
My configuration is
Intel Dual Core 2.8 Ghz
Intel D102GGC2 Mobo
1 GB DDR-2 533 Mhz

If he is on Windows Vista/7, it shows the transfer rates in the progress box.
Else just divide the total time taken by the file size, to get an average transfer rate

Try closing unwanted programs, etc. And keep a watch on the CPU usage during and before transfer. Before the transfer the usage must be near 5-10% During transfer of course it will increase to around 50-60% But if it is at 95-100% means you need to shutdown more processes and programs which are using the CPU time

I am using a 3rd party software for copying..
It's Teracopy...
It shows us transfer rate...!!!!

Right off the assembly line
Remmber if ur hdd or any portable device requires external power then u can connect it thru any usb port or cable

And if portable device not requires any power thru external adapters then it must be connected with minimum length cable provided by manufacturer

DTR also depends on connection

i am using the cable dat manufacturer gave me....
but still speed is less...
i found dat it is problm with my usb port....
