Broken In
My dial-up internet connection used to be at 46 or 47 kbps, but after I reinstalled windows it connects at 36 or 37 kbps only. My phoneline, modem and its driver and the windows version is the same. What could have been the problem? Please help.

maybe you left out some extra initialization commands in your modem configuration settings... contact your isp or see other users' settings

AND also
type gpedit.msc in run dialog box and select Computer Configuration > Administrative Settings > Network > QoS Packet Scheduler > Limit Reservable Bandwidth
Ensure that "Reserved bandwith" is set to 0 or disabled
