Should I upgrade or build a completely new one?

This is a 5 year old PC and I want to upgrade if its possible..

75GB Seagate ST3802110A (PATA) 41 °C > Is it possible to upgrade this one?

Is it worth upgrading my PC? Can I add a graphic cards and a new hard disk and processor??
