Main Purpose is to run a lab using VMware Workstation and 7 VMs running concurrently of Windows 2008 R2 Standard
Watching HD Movies @ 1080p

Ans:NO

4. Which Operating System are you planning to use?
Ans:Windows 7 Ultimate

Before jumping directly into decision first tell this:
what kind of servers are you gonna use
  • very light resource requirements, such as web, file and print servers
  • medium to heavy resource requirements, such as SQL and Exchange servers

RAM : atleast 32GB (as you will be using server OS in VMs)
DISC : Get at least 4 seperate discs so that u can span 2 VMs/disc. Other wise the performance of the vms will be very slow, unless you are directly doing Network IO

Network : If you are using network bound operations invest in a 4-port gigabit network card

if you are planning to run long hours per day you can look at the cheaper E3 Xeons available around Rs.17000

CPU : FX 8350 is bare minimum you should look for such a system
