A: Home use; watching movies, occasional gaming and net surfing et al. I use Acad some times for CAD drafting.

A: Would like minium 22''. i would prefer to have a monitor where i can connect Dish tv set top box directly to monitor to watch TV if required w/o TV tuner card in PC

8. How would you rate your hardware knowledge from the count of 1-10? (1 being the lowest, 5 being you are somewhat in sync with the current performers and 10 being the highest)

9. Have you ever built a desktop before or will this be done by an assembler?
A: No. will be done by assembler

The suggested monitor has a number of connectivity options and also has built in speakers so that you can connect it to your set top box directly. The MSI motherboard lacks USB 3/SATA 6Gbps, but has DVI-D, HDMI, VGA connectivity.
Another AMD Based option is :

Else you can opt for a normal 22" monitor and use a tv tuner card for watching tv.

Its really not worth spending almost half the money of budget on monitor only.
Btw, op doesnt need a 23 inch panel. He wrote 22 inch. So lets reccomend a monitor that leaves head room for other components.

No GPU? Sorry but I dont like the idea of spending money on a huge monitor and use no GPU.

^ He wrote minium 22. Also he want the monitor to be connected with STB. I know, spending too much on a monitor is not good unless very necessary.
Also a GPU is not necessary for the op's normal uses.
Lets wait for the op to comment.

Thanks guys for your recommendations. I have a few questions
1) What are other benefits of using samsung P2370MS over other monitor, except that it is 1" bigger screen.
2) Is there a equivalent cost effective monitor( direct connection to settop) in 22"
3) Is AMD Athlon II x4 640 performance adequate for my application w/o a graphics card.
3) Can you give names/ numbers of some assemblers in thane/mumbai region where I can get machine with above configuration. How much should I consider as charges for assembly
4) are the indicative prices including taxes and duties? Since I need a VAT invoice for the machine.

Its got a couple extra couple ports, better screen. But I think its best to spend extra money on a Graphics Card

The Benq G2220 HD as I have posted is one of the best 22" monitors at that price.

Its always good to get a GPU when you use a PC for CAD. But for movies it should be, but I reccomend you to get GPU.
If you spend a little extra on the Intel config, its way better and a bit more future proof.

Go to Lamington Road, Mumbai. There will be loads of shops there. Considered Hardware heaven of India.

Conflicting!!!!

You just forgot that settop thing. Just get a VFM 22" monitor, get a decent GPU like 5770 for 7.5k. CAD sure needs a GPU, dedicated. Onboard will screw things up in such scenario.

Take manju's config, change the monitor to "Benq G2220Hd @ 7300" and invest rest in Sapphire 5770 @ 7.5k

I was just comparing the two monitors BenQ and Samsung. Barring the size only diff i could see that P2730 has built in TV tuner , remote and few other connectors i could not understand. The comparison is attached.

Does this mean in need a TV tuner card with BenQ monitor? or does the settop box eliminate need for TV tuner card?

for academic interest, when is the tuner card required? when I am connecting the cable TV (non-DTH) W/o Set-top box ?

Also to which port is the PC connected and to which is the STB connected ?

I just realised that G2220HD and E2220HD are different monitors with feature differences (E2220 has HDMI port and Speakers which G2220HD lacks) . Is E2220HD available in india? if yes what is the price.

what is the kind of margins/charges that assemblers keep? I am not getting quotes in the vicinity of those figures. they are atleast 5-7K higher.

When you add a dedicated Graphics card, the onboard graphics of the Sandy bridge processors gets disabled with H61 chipset based mobos.
