regarding the frequency of intel processor

My cousin has a desktop pc with intel dual core E5700 processor. It must be clocked at 3 GHZ. Does that mean only one core need to be clocked at 3GHZ? In windows 7 properties it says intel dual core E5700 3ghz 1.8ghz. What that means? Why second core is clocked at 1.8ghz only. Is there anyway to get 3ghz on both the cores? Guys pls help.

Auto power saving feature is enabled at BIOS by default, that's why processor slows down automatically when PC is idle to save the power. That's why you see that speed.

you don't need to disable that and disabling won't cause any problem. when your pc demands power processor clock goes up and at other time stays low so requires less power and generates less heat.
