Query and suggestion for hard disk under Rs. 3000

hi,
my current rig is not giving the performance i expected from it.i sometimes feel it is slow. My friend told me that it is bcoz of the hdd and i should replace it. i have seagate ide 160gb drive. Therefore, i ran this hd tune test and the results were:

Please advise me whether the laggy performance is really due to the hdd. And if so, please advise the best drive (500gb or higher) available for under Rs. 3000. I will be mainly using it for normal use like surfing, watching movies and a little bit of gaming. I will prefer western digital hdd as they have 5 years onsite warranty.
also, how r these drives and which one is the best:
WD 640gb blue
WD 500gb black

My rig:
Phenom II 940 BE 3.0ghz
Biostar 790gx + 128mb
Corsair 2gb 800mhz

No I really dont think that this problem is due to hard disk. Where are the results of HD Tune, you just wrote "and the results were:".

What's the problem you are actually facing ? Explain in detail. Your config is pretty good.
