Problem #1: Sound in Fan

CPU fan sound is so loud. I made sure to open the cabinet and check for dust and cleaned. Even with the cabinet opened i powered on and noticed the fan sound is loud. What could be the reason?

The fan sound gets into normal after 10mins or so..

Problem #2: Blue screen of death for just a sec + auto restart as soon as Windows XP boot screen comes

This happens when I connect my display to Graphics card socket. Its booting properly when i connect my display to Motherboard socket. how do i make sure the graphics card is working properly?

for the fan: the heat sink fan must hv been worn out, there are replacement fans in the market for a nominal price.

for the GPU: u can get the gpu tested at any cuber cafe or computer repairs shop, but as per the situation, i guess ur gpu has been corrupted, see if the fan on the GPU (if any) is working.
