Never heard of ppl getting refurbished psu/processor/ram/ssd unlike gpu & mobo where it is always repairing first followed by refurbished & new only in rare/extreme cases. HDDs nowadays always get refurbished replacement as per some comments unless it is top tier 5 yrs warranty enterprise/datacentre product model.

Once i sent a cooler master elite PSU for RMA-i received a old & dusty psu in return after waiting for more than a month which was obviously repaired or refurbished.
That refurb psu didn't last very long and stopped working after some time.
Haven't used any CM power supplies since that horrible experience several years ago.
Corsair's rma process is better in this regard.They usually replace the unit within 2-3 weeks.

could you please ask that associate of yours whether he received a new or used PSU? and how long did they take to issue a replacement?

In process, he sent it maybe 2 days back.
Maybe you didn't fight enough that time, could have gotten a new psu in my opinion.
