I think there can be so many reasons for this ... see if the ip tht U r pinging might have an anti-virus firewall .... or none other then XP's firewall only ... these firewalls block all the LAN pings & treat them as attack on tht very respective IP ...
Rest i believe can be tht U r trying it through ip number ... just try it once with it's name too .... this may solve ur problem ... bcz in our campus too we encounter the same problem ....at times & naming comps gives us the access... but still i'll go with the firewall explanation i think it's fairly correct....
