Most probably, your shutdown has been disabled by somebody, it may have happened by yourself, someone who has administrator's rights only. A tool of the name Shutdown event tracker may have been enabled by somebody, which allows only the administrator to shutdown the pc. If it is enabled, you can do the following:

1.Open Group Policy.

2.Navigate to the Display Shutdown Event Tracker policy, and double-click it
Local Computer Policy/Computer Configuration/Administrative Templates/System

3.On the Setting tab, click Not Configured, Enabled, or Disabled.

4.Click Apply, and then click OK

Alternative method to that suggested by yrana is to go to regedit, look for the key HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer and delete "NoClose"

I dont think so that will be possible since editing the registry requires administrator privileges.

Editing the registry does not necessarily require admin priveledges... Anyone can edit HKEY_CURRENT_USER part of registry as it will affect that user only.
