Please suggest a configuration

Right off the assembly line
1. What is the purpose of the computer? What all applications and games are you going to run? (Stupid answers like 'gaming' or 'office work' will not work. Be exact. Which games? Which applications? Avoid the word 'et cetera.')

Ans: ordered from most to least usage - surfing, watching movies, listening to music, ms office applications, casual gaming

2. What is your overall budget? If you can extend a bit for a more balanced configuration, then mention this too.
Ans: btw 20k and 30k. I would like to keep the cost closer to 20k

3. Planning to overclock?
Ans: Never

4. Which Operating System are you planning to use?
Ans: win 7

5. How much hard drive space is needed?
Ans: 500 gb will do, might go for 1 tb

6. Do you want to buy a monitor? If yes, please mention which screen size and resolution do you want. If you already have a monitor and want to reuse it, again mention the size and resolution of monitor you have.
Ans: will buy a monitor in the 1st or 2nd quarter of 2013. Should be a 20 inch

7. Which components you DON'T want to buy or which components you already have and plan on reusing?
Ans: need to buy the cabinet and everything inside

8. When are you planning to buy the system?
Ans: end of this month

9. Have you ever built a desktop before or will this be done by an assembler?
Ans: yes

10. Where do you live? Are you buying locally? Are you open to buying stuff from online shops if you don't get locally?
Ans: Trivandrum, yes i am

11. Anything else which you would like to say?
This is for my brother. His current desktop if a celeron i think. and he is updating after 7 years or so. Hence you can assume that the next refersh will also be along those line. I would say that this one should work for 5 years or so. Looking at the requirements and the budget the 1st thing that comes to my mind is an htpc. But since the next refresh is a long way i am not sure, maybe a multicore htpc?

I would also like to have a mobo with USB 3.0 support, 6Gb/s Support with uefi. I think most of new ones have this.

^^ I'd just drop the GPU for now and pick up an Ivy i3. You can add another GPU when the on board graphics doesn't suffice.

Intel i3-3220 - 7.3k
Gigabyte B75 - 4.3k

You might also want to check out AMD APUs like A10 or A8. They are supposed to be decent for gaming. And you'll be able to cross fire few AMD GPUs.

Unfortunately nothing at the moment. I could find the A8 that's all. AMD 3 GHz FM1 uPGA A8 3870K Processor | Processor | Flipkart.com

The A10 is not available yet.
