As you haven't mentioned your previous configuration so it is hard to suggest sumthing. Coz we need to know the cabinet, and PSU most to suggest something. Other components like Monitor is also necessary somewhere.

BTW with some assumption I suggest this upgrade:

AMD Phenom II X2 555BE + MSI 785G-E53 @ 10.5k
Transcend/Kingston 4GB(2x2GB) DDR3 1333MHz @ 5k

he into photo-shopping. so a quad core will be best for him. he can go for the X4 635. or 630. if there is a price cut (as X4 640 been released), he should get X4 635 for below 5k. also 4Gb ram will be needed.

Ya go for Biostar boards. It'll come within your budget. May be Biostar TA785GE @ 3.8k

Or if you can slighly strech your budget g for Gigabyte ones like MA785G-U2SH, MA785G-UD2H @ 6k or so.

MV VIP to the MAX
i'd recommend MSI GF615M-P33 its under 3k, has an AM3 socket and it supports ddr3 ram aswell
just a few shortcomings -
CPU max support : phenom ii x4 945
just 2 ram slots
mATX : u can't put any large gfx card in it
its good for the short term if u don't plan any upgrades but i'll have to change it the next time u upgrade
