PC for under Rs17k

A friend needs a new PC, but does not have much money to spare. He needs the best possible config under 17k (stretched from 15k). Sorry for not following the template, but his needs are basic. He needs to run some kind of enterprise software (he works at oracle), says 4GB RAM is what he needs. He needs a monitor within the specified amount. A full system is required,Keyboard & mouse, optical drive included...PC is NOT meant for gaming...

Now, i will do some mild overclocking for him, will use stock cooler. Core Unlocking would be nice if possible. USB 3.0 is not needed, avoid Asus motherboards, will go for generic PSU to save $$$. Cabinet needs to be functional, no need for killer looks and awesome cable management. Try to fit a Athlon II Quad in this budget possible.

Hope i have covered most of what is required to be know, waiting for your suggestions..

WOW everything in 17k lets see....

AMD Athlon X2 240 @ 2700
Gigabyte GA-MA74GMT-S2 @ 2700
Kingston Value RAM 1333MHz DDR3 2GB @ 1750
Benq G922HD 18.5" @ 5500
Seagate 7200.12 500GB @ 1750
Zebronics Bijli @ 1100
LG 22x DVD SATA @ 900
Local KB & Mouse @ 300
TOTAL 16700

Now if he wants 4GB RAM get another of that Kingston @ 1750. Total will be 18450.

nice config for that budget. I think Bijli's price is a bit understated.
Not possible to fit quad core or 4 GB RAM in that budget, but you can go for Athloon II X3 435 or 440 (for around 3.4-3.5k) and try to unlock the fourth core. But make sure this motherboard supports core unlocking.

AMD Athlon II x3 435 @ 3.5k
Gigabyte GA-MA74GMT-S2 @ 2.7k
Kingston 2GB DDR3 1333MHz @ 1.7k
Seagate Barracuda 320GB @ 1.6k
LG 22X SATA DVD @ 0.9k
PSU + Cabinet @ 1.8k
Benq G922HD 18.5" @ 5.5k
Local Keyboard & Mouse @ 0.3k

Total - 18k

to further reduce the cost by 1k he can go for a 16" monitor.
i dont think zebronics bijli with psu costs 1.1k.
That mobo supports ACC.

i think there is a typo with bijli price, i guess its 2.1k na? anyway, he no gamer,so will go for a budget version and save off a few hundreds.

any other Motherboard options? Does Biostar have any good options? DDR2 memory is also fine, DDR3 is not a must.

No it wasn't a typo. The "hardware price list" mentions it as 1.1k.

Quick googling tell me that its 1500. Sorry
Comes with a PSU.
