By 40 K for CPU ONLY, you mean 40k for all the components inside the cabinet? Or just the processor itself?

Yeah get any standard 4gb 1600 mhz ram for 3k (corsair vengeance/gskill ripjaws)

Use the 3.8k remaining for a Corsair CX500 or antec VP550.

Not sure whether its safe to overclock etc on these PSU's so wait for others to reply.

gskill ripjawsx 4gb 1600mhz - 3k or corsair vengeance/kingston hyperx blu which ever cheaper.
asus 270x -15.7k ASUS GRAPHICS CARD R9 270X DC2 2GB DDR5
wd blue 1tb - 3.8k
antec vp550p - 3.5k or corsair gs600/seasonic s12ii 520.
coolermaster elite 311- 2.3k

Also Gs600 is very highly priced now. :\ About ~6.5k
