One plus 2 dual sim problem !

Good morning folks,

I am using a one plus 2 phone for last couple of months now...it was running smoothly...
I was using a BSNL sim for primary slot for call purpose and a vodafone sim for data mainly which was my secondary sim.
now problem started from last week...
If i insert both of the sim into the card slots phone is recognizing only the vodafone sim
If i insert only one sim either of these two...its working fine...
I have tried with two fresh airtel sims also...
same thing happening every time and that too only with the two sims inserted together at a time.

what shall I do ? Hard factory reset ?

I am running marshmallow...

I am not sure but it's probably some messed up option in network settings.
