New pc without display

Hi friends one of my friends is going to buy a new PC for rendering purpose. His budget is 30000. He has monitor and HDD. He just need the CPU portion I mean Mobo+RAM+Processor+Case+SMPS+Graphics Card = 30000 INR in Kolkata. Please help me ASAP.
