netmeeting over internet?

i have my netmeeting installed over win2003 and my friend's net meeting is also installed over win 2003.i tried to call him through his ip address ,but there was no response from him .I got the ip address from netstat command .
he didn't got any ring over his netmeeting at that time .
can any one tell me the procedure how to get connected over internet through netmeeting.is there any settings reneeded????

To be able to 'talk' to each other over Netmeeting, you need to be on the same or similar network.

Most of the domestic networks in India are already behind a firewall....and to dial an IP thru that, is impossible.

Not to forget of course the fact that if he/or-you are on a dialup, things become more pathetic!
