If you just wanna shoot some people and have fun then buy Battlefield 3/4 or CoD AW or BO2 or MW3.
If you are serious about the game and have the dedication to learn, buy CSGO.
Insurgency is a hardcore shooter and can get a bit frustrating but it's a thrilling experience.

Usually TDF people playing BF4 now but BF3 lobbies are also there and very active really.

We used to play Insurgency a lot....like a hell lot. Played it for like 6-7 months before leaving it and moving on to other shooters.

My hostel Internet would suffice?( Lan port in each room)
It gives 60-70kbps downloading speed and YouTube videos(360p) play in real time.
I don't exactly know about the ping

but i tried playing cs 1.6 recently and it worked fine
anyhow, ill confirm before buying

That depends actually. I have seen people complaining any ping above 100ms but for me anything below 200ms is just fine. Most of the Indian gamers would agree with me, thanks to the habit.
