Single SIM- Sony Xperia ZR @ 22k or Moto X @ 24k
Dual SIM- HTC Desire 816 @ 24k

Overall ZR is a much better phone than others, performance wise, camera wise & battery life wise. Moto X has much better screen than others & better developer support, if interested

Zr is one option. Or you can also check out s3 and flash a custom rom. If you could increase your budget Nexus 5 is a highly suggested phone.

If you plan to go with ZR, don't expect much from the front camera.
And since you won't be gaming much, around 4GB internal memory should be sufficient for you.

moto x is best in that range.
