Biostar A780L3 - 2.7k
AMD Athlon II X3 435 - 3.5k
Corsair 2GB DDR3 1333 Mhz RAM - 2.4k
WD Blue 500 GB - 1.8k
DVD RW - 1k
Cooler Master Elite 310 - 1.5k
Keyboard/mouse - .7k (I'd suggest logitech, but I've just had a bad experience with their service)
BenQ 22" Full HD - 8k
Speakers - .4k

Total - 22k

If you want to play games you should get HD 5670 Graphics card + FSP Saga II 400w SMPS costing 5.2k+1.9k=7.1k.

If you are not buying graphics card, change the processor to Athlon II X4 630 @ 4.4k & motherboard to Gigabyte GA 880GM UD2H @ 4.5k. Then the total will come to 24.7k

Edit: Look Here
Well, I thought....

Well, I thought a system without gfx card can do with a normal PSU. But yes, it is always better to go with a better PSU. I'll modify my config as below:

Biostar A780L3 - 2.7k
AMD Athlon II X3 435 - 3.5k
Corsair 2GB DDR3 1333 Mhz RAM - 2.4k
WD Blue 500 GB - 1.8k
DVD RW - 1k
Cooler Master Elite 310 - 1.5k
Keyboard/mouse - .7k (I'd suggest logitech, but I've just had a bad experience with their service)
BenQ 22" Full HD - 8k
Speakers - .4k

FSP Saga 350w - 1.5k

Total - 23.5k

I don't think that biostar mobo is available anymore. In case of a budget constraint, look for any non-ASUS 785G/880G chipset based DDR3 mobo that fits your budget.

Piyush

Lanaya
instead of APC , OP can go for microtek or similar brand which cost less and gives dependable service

If FSP isn't available, you're left with only one option, Gigabyte Superb 460w @ 2k. Everything else will go out of your budget. Next best option is Corsair CX400 @ 2.8k

Get Jaskanwar's config replacing the 5.1 with 2.1 speakers. Your budget doesn't permit a 5.1.

For cheaper motherboard you can try Gigabyte GA-MA74GMT-S2. It's DDR3
