Need a PC - Budget of 40K

1. What is the purpose of the computer? What all applications and games are you going to run? (Stupid answers like 'gaming' or 'office work' will not work. Be exact. Which games? Which applications? Avoid the word 'et cetera.')
Ans: VMware and mostly virtual server and Virtual machines. One virtual server and 3 to 4 parallel virtual machines. Will not be online, but mostly for practicing. Not for gaming.

2. What is your overall budget? If you can extend a bit for a more balanced configuration, then mention this too.
Ans: Strictly 40K

3. Planning to overclock?
Ans: NO

4. Which Operating System are you planning to use?
Ans: Windows 7

5. How much hard drive space is needed?
Ans: 1 TB

6. Do you want to buy a monitor? If yes, please mention which screen size and resolution do you want. If you already have a monitor and want to reuse it, again mention the size and resolution of monitor you have.
Ans: Yes, 22 inch

7. Which components you DON'T want to buy or which components you already have and plan on reusing?
Ans: Need to buy all the components

8. When are you planning to buy the system?
Ans: Next week

9. Have you ever built a desktop before or will this be done by an assembler?
Ans: Will be assembled myself

10. Where do you live? Are you buying locally? Are you open to buying stuff from online shops if you don't get locally?
Ans: Hyderabad, India. Open to buying online also.

11. Anything else which you would like to say?
Ans: I also need a proper UPS for the setup as well as cooling fans setup. No to liquid cooling. RAM: 8 GB. Graphic card is not required. Performance and speed is the important point here as the PC is meant to run virtual machines. Also the PC will be running continuously for a stretch of 4 to 5 hours daily and hence please also suggest appropriate cooling and a good cabinet.

Please suggest a good rig within my budget. :)

OP needs config for virtualisation.
Will recommend 16gigs of memory and AMD Octa Core Processor instead.
I5-4440 won't cut it for multiple VMs. I use my laptop with i7 HT instead of i5 4440 for this purpose.

Can you give me the approximate costs?
If you go AMD's way for more cores , it will probably cost a couple of more K's due to the fact that AMD Chips require better cooling and Air-flow as they tend to run hotter than Intel chips.
In long run , they generate higher electricity bills too.

I am not sure if you can fit a HT Core i7 in your budget , but IMO an i7 is usually recommended for running parallel VMs. They are more efficient than the AMD Chips so they will require lesser expenditure on cooling system , electricity bills , and PSU.

16 GB or ram stick will probably cost you somewhere around 6-7k.

It would be better to advise if we have a rough estimate of the number of VMs or Server you will be running on the proposed machine and what their config would be.
For running a single instance of WS2012 over Windows 7 , an i5 will suffice with 8 gigs of ram. However , anything more than that and you will trip over RAM or Core Counts.

You need to increase your budget in order to get power efficient computer with price to performance ratio.
This is a good option for you @OP and should be very efficient against an AMD config for same price.
