My friend need development pure development PC. Below is the details.

1. What is the purpose of the computer? What all applications and games are you going to run? (Stupid answers like 'gaming' or 'office work' will not work. Be exact. Which games? Which applications? Avoid the word 'et cetera.')
Ans: Purely development and testing. Software like Tomcat, Load Runner, Eclipse and similar will run together.

2. What is your overall budget? If you can extend a bit for a more balanced configuration, then mention this too.
Ans:45K+-3K

3. Planning to overclock?
Ans: No

4. Which Operating System are you planning to use?
Ans: Windows 7 64 bit

5. How much hard drive space is needed?
Ans: Already have a HDD, Seagate 1 TB, so no HDD required.

6. Do you want to buy a monitor? If yes, please mention which screen size and resolution do you want. If you already have a monitor and want to reuse it, again mention the size and resolution of monitor you have.
Ans: Yes, 1080p goes these days. If budget permits then 22" 1080p otherwise 20" 900p/768p

7. Which components you DON'T want to buy or which components you already have and plan on reusing?
Ans: Monitor, Speaker, UPS

8. When are you planning to buy the system?
Ans: ASAP

9. Have you ever built a desktop before or will this be done by an assembler?
Ans: I have done many but my friend is going to do it by an assembler

10. Where do you live? Are you buying locally? Are you open to buying stuff from online shops if you don't get locally?
Ans: Locally only

look for core i7 4790/4770. if out of budget, you can get gigabyte b85m d3h to adjust the price. try betfenix merc alpha/antec gx700/900. seasonic s12ii 520 is fine. but your system does not require a psu of 520W. see if you can get S12II 430 from some other shops. it is available online too.

This being in the testing field, I recommend you try and fit in an SSD as well.

Nah he wouldn't go(read: worthless expense in his words) for SSD.

Below is the current finalized system. Prices are exclusive tax.

i7 4790 - 19500
B85M D3H - 5500
HyberX Blu 8GB - 5100
VP450 - 2100 (others are either not available or expensive. Would it be too bad?)
MK200 - 700
Dell S2240L - 8500
OD - LD/Samsung/Asus - 1000
Wifi Network card - yet to decide on it but I guess 1500 is enough

Please suggest any improvement required.

Whichever floats his boat man :D (you don't mess with a coder's choice)
PSU is really important, so settle for the best you can get imo. Wireless internal cards should be sub 1900/- for dual band and sub 1000/- for single band. IIRC there was a TP Link one around 850 bucks.

ssds are not worthless investment!. antec vp450p is fine. not the best out there, but you get what you pay for.
