N8 call connection issues

My uncle has Nokia N8.
from past 1 day it has a very strange issue.

He cannot call anyOne from his cell {Nokia N8}.
Whenevr he tries to call somebody, then thereis an error :
"CALL DISSCONNECTED/NETWORK BUSY"
He can Receive calls from other people.
He even tried changing Sim Cards.
That sim worked fine on other fone & other Sim cards dint worked on N8.

He just cant make anyCall.

Does anyBody knwo how to solve this ???

it is set by network

then take backup of phone via PC Suite & do factory reset of the phone.
