Arey man, not all the WD green models run at 5400 rpm speed and most of the current green versions run at 7400 rpm. But they employs other energy saving features and dn't have the same level of read/write performance optimization as the Black version has. I do have a 1TB Green (See my signature) version with 64 MB Cache and it runs faster than my 7200 RPM Seagate 1TB version with 32 MB Cache.
Regarding Processor, if you are inclined towards INTEL, then go for 2600K which offers HYPER Threading and can provide simultaneous handling of 8 threads. 3570k is no doubt, a very god processor but its main strength is gaming and for multi-threading, FX 8150 is a better option at lower price point.
