MS dos n video File error

I have a couple of probs....

1) i have a machine with 3 users the prob is in my user when ever i go to ms dos i get error that dos has been disable by ur admin ..when i am the admin of the pc..i hav gone thru gpedit but no use..can any 1 help????


2) i have Taxi (movie) on my machine..which i cn view in VLC/WMP/PowerDVD..but when ever i try 2 cut it using vcdcutter i get unsupported format error..i have tryed using other softs to convert it but no use .....can any 1 help me???

1. It's there in gpedit .. you must have missed it.
Go to
# START > RUN > GPEDIT.MSC > USER CONFIGURATION > ADMINISTRATIVE TEMPLATES > SYSTEM.
# FIND "PREVENT ACCESS TO THE COMMAND PROMPT"
# Disable it.
