Motherboard or power supply problem? Repair or buy new?

I created support ticket as you all said earlier. And today I got call from, Intel Support.
Why don't they check support ticket before calling?
All things were mentioned and they still ask those same things again. No matter, told them everything. He told me that our technician will check processor as per it's standards, once you send your processor. If it fails then we can provide replacement within warranty.
As it was not in warranty so they can't do anything about it.
Funny thing that they asked me to get help from local repair. (I think they mean repairing for the motherboard).
Also I asked them what to do with this processor? - Nothing we can do about it.

So, any suggestion for cpu + motherboard combination with 1060 GPU (lowest price as of now)? What will be good budget amount should I spend? I can wait very long time. I want to know how much it will cost me.

I'm also getting motherboard repaired, as of now finding good technician in Mumbai. If it is repaired and computer started working again, then no new purchase.

Before repairing motherboard make sure your processor is OK or else you may need to buy a new processor just for the repaired motherboard.
