A 520 PSU will be serious overkill for your configuration.
Newegg.com - Recommended Power Supply Calculator.

So I'm rewriting the configuration with the actual prices (online).

Component Make Price
CPU Intel Core i3-2100 6420
Motherboard ASUS P8H61-M LX 3050
RAM Corsair DDR3 4 GB 1200
GPU Radeon 5670 4200
HDD Seagate Barracuda 1 TB 5200
Case Coolermaster Elite 310 1750
PSU FSP Saga II 400W 1900
Monitor Dell ST2420L 12600
KB + Mouse Logitech MK200 710
UPS Intex 1 KVA 1800
OS Windows 7 6200
TOTAL 45030

BTW have you increased your budget? If so specify that. And I'd say it'll be much better to go for a quad core AMD based configuration.

Thanks for the updated config. I think that could be the most i can manage. I am still working on that additional 5k.
Also i would like to be running 2 cabinet fans for this configuration. Will this change the power requirement?
I generally prefer good amount of cooling for the system to increase its life. my existing p4 system has 2 cabinet fans including the cpu fan( which i am assuming is a basic for any system).

Is there a best place online i can buy this as a whole set assembled?
Is there a best place online where i can get a good discount on the prices as a complete set or individual components?.

No need to change the PSU for a couple of fans. Your Mobo has provision for one and the other can be connected to PSU. For better cooling you can go for NZXT Source 210 Elite @ 2400. It comes with 2 fans and has cable management holes unlike the CM Elite 310.

I'm not sure if you'll get this configuration as an assembled rig online. Better buy parts from Theitwares, flipkart, smc etc.
