TRY "WHISPER 32".
To me, it is the simplest application to store the login details in a file.
try and let me know!

KeePass is one of the best password storage software out there. LastPass is good too however it can function only with a browser.

"Arguably"...Yeah right.
LastPass Update: They're Under Attack Too
LastPass Users Urged to Change Their Last Password

What The.... !!!
Lastpass just backs up your passwords in the cloud, whenever it is connected to the net
if you aren't connected to the net, it can work in offline mode too saving your passwords locally
but if you want it to be "Local" only Keepass as Sygeek said is the way to go

Sygeek
the news doesn't prove LastPass' vulnerability above others
only that they revealed the news themselves
They weren't even sure it was an attack or random irregularities the database throwed up

All the security vendors face terrible attacks everyday, but only very few with mettle admit to it
Remember Kaspersky attack in 2010 october?

I'm not saying nothing is invulnerable, I'm saying LastPass is not "Arguably secure" (atleast not as you expected).

I guess they were sure, everyone was.

Then i guess the OP needs to find out what he feels secure in
'cause at the end of the day the end user matters over Software
i am using Lastpass for a year and haven't stopped using it
i just follow some good security habits which should be enough

Recommendations
Lastpass
Keepass
RoboForm

Actually LastPass stores a cached copy of your password database in your computer for offline storage (which can be accessed in a browser having LastPass plugin installed).

Well, as a matter of fact, even I use it.

Why should I, even after I mentioned it is insecure?
Well, mainly because it is the best password management software (in my opinion) for a web browser, and I don't prefer going for a standalone software and looking up the password details again and again. LastPass fills it for me right in the browser. As far as security is concerned..well..
1. I don't save passwords of sites containing very confidential information.
2. Even if the LastPass's database gets compromised, the chances of my account getting hacked especially is almost 0%.
3. If MY account gets hacked, there won't be anything resourceful for the hacker.
4. Lastly, the hacker needs the MasterPassword to access the account which is inaccessible to anyone (even the LastPass officials) due to high encryption methods (and because they care about our security and privacy).

^^ Who?
Btw, have to try LastPass after hearing so much praise. Till this moment, the only place I was keeping my password was my brain. But lately this brain is becoming tired, and can use some help. :))

A rare gem in the name of SPAM! Notice the workfromhome link at the end.

And I think, it's not the spammer, but a MOD who deleted that post! :-D
