For your budget you can get these Samsung 32EH5000 (full HD) for 32k and Samsung 32EH4000(HD Ready) for 27k. These are both led tvs.
If you want tv with good built in speakers look at 32EH4800(HD ready) for 32.7k.

Considering the hall size I recommend you to opt for 40".
But as your budget is 35-40k you can get a 32" LED tv in your budget.

32EH5000 is good for the price, but if you want the best 32" LED TV then opt for Samsung 32ES5600.
If you can extend your budget then you can get Samsung 40EH5000 for 50k
