Ofcourse but the difference will vary from vendor to vendor. This is because OEM software is still paid for by consumer

While Compaq V3197 will cost abt 38000 a similar model without Windows and MS Works will be a lot cheaper like 33000 or 34000

There is indeed a price difference for the manufacturer to provide the notebook with Genuine Windows or no Windows. But the fact of the matter is, they don't give you an option. Most of the branded notebook these days come with Windows XP Home. Budget notebooks skip Windows many a times but they dont offer Linux as such. Most of the times they brand it as 'DOS Pre-Installed'. Speaking from personal experience, I have seen Acer and Compaq dealers themselves giving you pirated Windows XP pre-installed before you make the purchase. May be thats the between the line clause of the specification.

I have not seen any laptop which comes with a full featured linux distro. There have been some Thinkpads with SUSE pre-installed but they were few and far between. So, it is safe to say - it doesn't make any price difference because brands simply don't give you the liberty to neglect the OEM copy of Windows they bundle.
