In nero you have an option for creating a bootable cd.
Make a win98 startup disk on your friends comp or some cyber cafe.
When prompted by nero insert the disk.
The boot record n files are copied by nero and written to cd.
You can also save an image of the bootable floppy
which you can use anytime you want to make a bootable cd.
