Internet Options Problem

Right off the assembly line
The internet options(in IE) when clicked says "This operation has been cancelled due to restrictions in effect on this computer.Please contact your system administrator." But I am The system administrator. i Use windows xp home sp2. also because of this somehow adobe flash readers installation file says software from adobe is "blocked" from running on the system. And to remove the block i need to access settings in internet options which aint happening.

Open RUN and type regedit and press Enter. It'll open Registry editor. Now goto:

HKEY_CURRENT_USER\Software\Policies\Microsoft\Internet Explorer\Restrictions
HKEY_LOCAL_MACHINE\Software\Policies\Microsoft\Internet Explorer\Restrictions
In right-side pane, delete dword value "NoBrowserOptions".
