Intel based Gaming PC in 30k

1. What is the purpose of the computer? What all applications and games are you going to run? (Stupid answers like 'gaming' or 'office work' will not work. Be exact. Which games? Which applications? Avoid the word 'et cetera.')
Ans: Most of the time i play Counter Strike 1.6, and now I want to play CS:Go and all future games at low or medium settings.

2. What is your overall budget? If you can extend a bit for a more balanced configuration, then mention this too.
Ans: 30k last,

3. Planning to overclock?
Ans: Not at all.

4. Which Operating System are you planning to use?
Ans: Windows 7

5. How much hard drive space is needed?
Ans: 1TB, i know budget is very low so can accomdate 500GB also, later i will buy external hard disk.

6. Do you want to buy a monitor? If yes, please mention which screen size and resolution do you want. If you already have a monitor and want to reuse it, again mention the size and resolution of monitor you have.
Ans: Yes, I want to buy monitor also, 768p is enough.

7. Which components you DON'T want to buy or which components you already have and plan on reusing?
Ans: Keyboard, mouse and mousepad

8. When are you planning to buy the system?
Ans: This coming week

9. Have you ever built a desktop before or will this be done by an assembler?
Ans: No

10. Where do you live? Are you buying locally? Are you open to buying stuff from online shops if you don't get locally?
Ans: I stay in pune, I am considering to buy components from Snapdeal, I saw their prices and I am impressed.

11. Anything else which you would like to say?
Ans: My elder brother is paying for this PC and he only wants an Intel processor based rig, but comfortable with AMD graphic card.

Go for Cheap Rs 700 cabinet instead
Go for Dell IN2030M
If you could increase budget by 5k for 35k total, getting a haswel mobo and i3 4130 will be a crucial upgrade imo (for the LGA 1150 slot)
Dont compromise on stuff u cant upgrade later

So my suggestion :
Local cabinet Rs 600-700
RAM - As above Rs 2.8k
HDD - As above - Rs 3.2k
Processor - i3 4130- 8k (locally available for 7.1-7.5k)
MOBO - Gigabyte H81M-S1 - 4.1k
GPU - R7 250X - 8k
Monitor Dell IN2030M - ~6k I bought mine for Rs 5.8k around 1 year ago, so search locally
PSU - VP450p - 2.6k

Total ~ Rs 35k

getting the current gen i3 is very very important, Why ? because that LGA 1150 mobo is important if you want to upgrade to a quadcore in the future.. Plus, you are getting USB 3.0 and other good stuff..
If you have to compromise, do it on Cabinet or HDD which you can upgrade later
If you cant afford the rig, ditch the GPU and save up and buy later
Intel HD graphics 4400 isnt bad in terms of performance, it should serve you with low med settings until you buy a GPU
Final word : Search LOCALLY, you will be surprised how flipkart and other sites overprice stuff

Your config looks pretty decent,but its advisable to go for a 20" monitor from Dell or Samsung instead of AOC as their products are more reliable and they also offer pretty good after sales service.Please note that you'll also be needing a PSU for your system-Antec VP 450p is a decent psu and I think it will suffice for your needs.

PSU - VP450p - 2.6k
total 33k
dont compromise on mobo and gpu,you can get an intel 2120 for 5.5k to reduce price and/or go for a lower hdd.

Im not sure buddy, try locally.. online everywhere its 7k+
But the monitor isnt worth more than 6k IMO, at 8.2k there are FHD options

Dell S2240L is also good monitor if you can adjust budget a bit , it will get you better pixels.
