Processor: Athlon II X3 435 2.9GHz: 4k
Motherboard: Biostar TA785G3 HD: 4.3k
Ram: Transcend 2Gb DDR3-1333Mhz: 2.7
Hard Disk: Western Digital 500Gb Blue: 2.2k
Optical Drives: LG GH22NS50: 1k
PSU: FSP Saga II 400W: 2.2k
Cabinet: Cooler Master Elite 310: 1.5k or NZXT Gamma: 2k.
Monitor: BenQ G2020HD 20": 6.5k
Speaker: your choice.
Keyboard Mouse: Logitech Internet Pro Desktop: 0.7k
UPS: APC BACK-UPS 550VA: 1.9k

no place to add best graphics card here. total: 27.5k. if u want include graphics card, upp your budget to 30-32k.

Sam has given a great configuration and I am not gonna change it. Just suggesting some tricks to get a Graphics card on this budget.

1st go for a 19" monitor from A.O.C. price will be around 5.5k. AOC is one of the best brands in LCD displays. Can take opinion from other forum members.
So 1k Saved.
Cut down the UPS for now. You can buy it later. So 1.9k saved from now.
For cabinet I think go for Iball or Zebronics within 1k. You will get good cabinet in this budget without SMPS. So another 0.5k saved.

For Ram I would suggest go for the Kingston 2 GB DRR3 1333 MHz instead of Transcend. Kingston rams are having latency, slightly lower than their Transcend counterpart, hence a little better. Price is same.
So you have 1k + 1.9k + 0.5k = 3.4k for a graphics card. Now make it 4k.
You will get a Sapphire HD5450 1GB DDR3 @ 4.2k on this budget. But I strongly recommend you to increase your budget by 1k and get a MSI HD5570 1GB DDR3 @ 4.9k.

go for sam's suggestion
the785 mobo have got some decent onboard graphics
u can play games at 1024 resolution and medium settings
so either increase u budget by at least 5k more for a good gfx card now
or wait a lil while

@clius
nice suggestion buddy
but neglecting ups in power ridden country is dangerous
i mean if something happens to his pc due to voltage problem
he would be cursing us

excellent suggestion.

highly not recommended. he can go ofr iBall UPS. or Frontech UPS. i know they crap, but still it'll give 5-10min backup.

For cabinet I think go for Iball or Zebronics within 1k. You will get good cabinet in this budget without SMPS. So another 0.5k saved.

this can be done. even Bijli will cost 1.2k without PSU.

So you have 1k + 1.9k + 0.5k = 3.4k for a graphics card. Now make it 4k.

he however can go for the slowest X3. costing 0.3k less & for mobo, he can get Biostar TA785G3+. it'll cost 3.7k. also someone pointed about a Gigabyte 740G mobo having DDR3 support. this can bring price even down, as he not want IGP.

also for graphics card, he can go for HD4650-HD4670 or even 9600GT (if avl in stock). however i won't recommend HD5450. its totally not for gaming. HD5570 is good card but its stepping ring on head of HD5670 which will kick right out of any graphics comparison. he shouldn't go for lowend graphics sacrificing all important parts unless he just crazy about getting a graphics card.

also i will not ever suggest going for the default PSU. they are all active bombs. sure to go up. mayn't be in 1st few days but rather soon & damaging the whole PC.

Ya, Sam is right about it. HD 5450 is not good enough to play games and 5570, in price point, very close to HD 5670. Nvidia 9600 GT will be a great choice. Performance wise it is better than HD 5650. Only negative point about it is lack of DirectX 11 support. The 512 MB DDR3 version is available in 4.2k. So you can go for it. HD 4670 is also another option. performance wise it is below 9600 GT, but its power consumption is very less.
