Yes, mailman is the best option I think.

If your site has Cpanel, mainman will be there by default most probably (assuming your hosting package has mailing list option)

You can easily install PHPlist from Fantastico in cPanel

Mailman - Mailing list where people can send email to all others in the list. Example : Yahoo groups emailing

PHPlist - For sending mass email and newsletters - not a mailing list script.

But the link satyamy showed - may be for mass emailing / newsletters (may not be a mailing list like mailman).

this cannot be done in PHP Mailing list
